Public DNS - recursion no - Access to the Internet

I've changed this but it isn't working:

named.options:

allow-recursion{
        127.0.0.1;
};

---------

Resolve.conf:

nameserver 0.0.0.0
nameserver 127.0.0.1

---------

Syslog:
named[25457]: both "recursion no;" and "allow-recursion" active

---------

ping isc.org
ping: unknown host isc.org

---------

Can I mix this two options? (recursion no and allow-recursion). 
Why it still dosn't work?
