Server is initializing itself

I moved the DNS server from a BSD/OS machine running BIND 8.3.4 to a
FreeBSD machine running BIND 8.4.7.

All I did was grab the source, did a make; make install, copied over the
zone files from the old to the new, copied over the named.conf file, made
a new root.hint and put the new machine online.

Problem is it wont resolve. I start the server;

/usr/sbin/named -4

/var/log/messages:

debug level: 0
xfers running: 0
xfers deferred: 0
soa queries in progress: 0
query logging is OFF
server is initialising itself

I did this before when I put a new server online, same method, only diff
is its bind 8.4.6, FBSD 4.11.

Google doesnt come up with anything, searching the ISC archives now.

What is the server doing? It says its ready, but ndc says its not
initialzed yet?
