Can NS record point to CNAME record ?

I have seen:

ns1.mydom.	CNAME	eugen.no-ip.com.

dig eugen.no-ip.com

eugen.no-ip.com	A	10.10.10.10

Even when eugen had a "real" ip it used to break.
