Can NS record point to CNAME record ?

No, the right hand side of a NS (or a MX) cannot be an alias. It has
to be the canonical name. Your setup may work but break in mysterious
ways with some resolvers.

Why not:

@           IN    NS         ns1.mydomain.com.
diamond  IN    A           198.138.227.66
ns1         IN    A           198.138.227.66
www       IN    CNAME  diamond

(or "diamond IN CNAME ns1")
