% i worked out the root name servers hold info about the address of a name
% server for my domain.

	not likely, unless you hold a TLD.
 
% question is, WHO and how has the ability or authorisation to update the root
% name servers with this information.

	the parent domain has a policy on who and how updates may be applied.
	this is true for EACH delegation, including yours.

	for the root domain, ICANN holds the who (modulo input from USG)
	and the how is between ICANN and the root server ops via RSSAC.

% the domain is co.uk would the answer be different for a .com domain?

	yes.  .com is managed by Verisign and its policies are distinctly
	different that the folks that manage the co.uk domain.
	I expect you have your own policies on any subdomains you might
	delegate from your domain.
