Is the Internet nameserver reachable from your client? If not, then why even
have it in the resolv.conf? If it *is* reachable, then that explains why the
second nameserver isn't tried -- multiple nameservers in the resolv.conf file
are only there for failover purposes.
Jay, I believe you need to re-think your entire DNS architecture. Other
messages I've seen from you lead me to the conclusion that you've built it
based on some very wrong assumptions about how DNS and/or BIND works.
Hopefully you'll take that as constructive criticism rather than a cheap shot.
I'm just trying to help.
