If one is willing to accept the increased query traffic, sure.

Moreover, low TTL's only "solve" the caching problem: the rrset-order's still
need to be maintained in the config files of all the slaves, and often slaves
are run by a separate organization, e.g. a network service provider, who might
not be able or willing to maintain individual rrset-order's for all of their
customers.

I'd be interested to know if anyone is actually using rrset-order effectively
for any Internet names.
