I think, you misunderstood the article a little bit.
They don't want "to change its ccTLD in a '.com' one", just
let the costumer to chose as names as they like (under the .hu).

There was a strict rule in registration process which doesn't 
let them to choose free. Now this changed.
Anyone can register any names (under the .hu domain), which 
haven't  registered yet by anyone else.
So, if the Coca-Cola doesn't registereg their name under the .hu 
domain, then maybe someone will do it.
