Controversial SOA values ?

RIPE has published Recommendations for DNS SOA Values of:

86400        ; refresh (  24 hours)
7200         ; retry   (   2 hours)
3600000      ; expire  (1000 hours)
172800 )     ; minimum (   2 days)

www.berkley.edu in essence uses those same values but that 
many of the people in this forum use substantially differant values.   
Isn't the reasoning in the referenced article sound?
