With the suggested changed entries, things got bad...

Sendmail quit working with
"gethostbyaddr(198.88.0.19) failed: 2" and was queying all the
mail. I had to change back to the previous, albeit not totally
correct configuration below, so named was working well enough
that sendmail wouldn't complain. And I've asked the ISP to set the
reverse lookup, but not having the reverse lookup shouldn't have
caused this to fail, should it?

To get sendmail happy again, the named files were changed back
to:

named.conf

<snip>
zone "198.88.0.in-addr.arpa" in  {
        type master;
        file "pz/0.88.198";
};
<snip>

The incorrect pz/0.88.198:

198.88.0.in-addr.arpa.  IN SOA  ns1.cap.gov. wwebb.adni.net. (
                1999120701 86400 10800 2592000 86400 )

; Name servers
198.88.0.in-addr.arpa.  IN NS  ns1.cap.gov.

; Addresses point to canonical name
1.198.88.0.in-addr.arpa.  IN PTR  ns1.cap.gov.
2.198.88.0.in-addr.arpa.  IN PTR  glr.cap.gov.

and resolv.conf of

nameserver 198.88.0.19
search cap.gov

Any further idea would be appreciated.
