Migrating config from split-pool to failover

Hi Jeroen

It should be as simple as making the failover pool be the combination of 
the ranges in the two split pools. Each server will learn about the 
others leases and the current client IPs will be within the range.

The only issue I can see is whether the secondary merges in it's leases 
from the primary, and then sends its leases back to the primary. 
Probably the best way to do this is to create a small pool (say 1 lease 
in each split pool) and test it out.
