Add a new subnet and apply it without stopping and starting dhcpd

There is no reload command for isc-dhcpd, it's not a builtin rcd 
command, script authors have to write one if they want one.

What you're probably thinking of is the restart builtin. However while 
that is the only option, it's specifically what the OP was trying to avoid.
