Add a new subnet and apply it without stopping and starting dhcpd

I just wanted to add, isc-dhcpd runs as a service, on linux systems it’s a service process name restart after edits are made to its configuration.

On FreeBSD systems it's just a service isc-dhcpd reload.

Consult with your system manual for reloading processes properly.
