OK, first time around, kickstart does a DORA sequence and gets and address from the first pool. When it does a request, without giving the vendor option id, it fails to match the class statement, can't have an address from the first pool, so gets shunted off to the second pool - even though it requests the same address, it will be denied. That is exactly what the OP does *not* want to happen until the kickstart install is finished.
