Our solution to this problem was similar to that put forward by Glenn Satchell.

We set the lease time to 30secs for the PXE leases with the default being 72 hrs.
We had to increase the available leases in the pool as even at 30 secs to approx 1.5 times the number of expected PCs since if all the PCs in a lab get rebooted at the same time, the lease usage is double the number of PCs.  In normal operation we just get a lot of address churn in the labs but all PCs boot with PXE then Windows and they al get addresses from the pool.
