Downgrading from 4.0.0 to 3.1.3

Hi, 
 
I need to downgrade a customer's dhcp version from 4.0.0 to 3.1.3. 
 
My question is: Are the leases db from ISC dhcpd v4.0.0 compatible with
v3.1.3's version  after a down grade to that level.
