Oops, I missed one bit you'll need - but you've spotted it, 10/10 for 
reading the docs ;-)

In the pool for non-voip clients, you just need to specify 'deny 
members of "voip-clients";' Doing it woith another class would work, 
but it's not necessary.

Without that, the voip clients may get an address from either pool - 
the server doesn't apply logic such as "this client is allowed in 
that pool so it must be denied in others", it leaves the 
configuration up to the admin.
