DHCP server: how can I guarantee the reserved ip even it's also inside the range

Dear Sir/Madam,
I have the ISC-DHCPd and PPTPd running on my Linux
machine. After the PPTP client (Windows PC)
successfully connect to it, I found the
"connection-specific DNS Suffix:" information is not
filled in if I type "ipconfig" on PC's CMD prompt.

In order to get the DNS Suffix, my questions are:
1. Is it possible for PPTP client to ask for DHCPINFO
via the PPP interface(s) (for example, ppp0, ppp1,
ppp2, ...)?
2. If the question 1 is YES, do I need to start the
dhcpd listening on ppp interface? how to set the
dhcpd.conf? how/when to start the dhcpd? is that OK
to run dhcpd as "./dhcpd -cf /var/etc/dhcpd.conf
ppp0"?
