Knot DNS only tries to refresh from primaries that sent the NOTIFY. It 
doesn't even try the other configured primaries. However, if it is 
trying to refresh a zone upon expiry of the refresh timer, then it tries 
all the configured primaries in order.

NSD, like PowerDNS, tries to XFR from the primary that sent the NOTIFY 
by shuffling it to the top of the primaries list. If that fails, it 
continues trying the other primaries.
