bind 9.4 and bind 9.5 works in BSD/OS 4.3.X

Found the answer and any early OS should adapt the following:

Check to see if you have an /etc/login.conf file

If so check for any parameter that has openfiles-cur

Set to 1024 or higher and that should get bind 9.4 + working .
