Cannot query the MX record for cn.ibm.com

By chance are you windows and linux DNS servers on different networks? I
don't think it has anything to do with DNS, I think it's a network issue.
I'm able to run a full trace from one of my networks, but I get a time out
on the other. Just a thought.
