I don't think it's a good idea to require, even provide such data. I've
already seen a .com domain with INVALID out-of-zone glue records (to
non-existing domain). This can lead to many problems.

Requirement for having correct glue records is a good idea imho. I even
wouldn't allow registering domain in a domain with nameservers in the same
domain without having glue records for those nameservers in the same domain.
(I didn't use TLD here because some TLD's have 2nd-level registrars)
