bind 9.2 9.3 different behavior reverse DNS subnets

I've two DNS servers, 9.2.4 and 9.3.1, each one keeping a reverse DNS 
subnet (/27 and /26 respectively). The configs are identical, just 
different subnets and addresses.

9.3.1 works fine.

9.2.4 does not work. I do a "dig @localhost .....in-addr.arpa. PTR" and 
there's no ANSWER section.

I'm stumped. Any suggestion?
