If ISC were to take BIND config files to XML, then they would need
multi-platform XML support, which likely as not (?) would mean a
dependency on libxml2.  Now, from my experience with netperf4 and its
dependency on libxml2, depending on libxml2 isn't all that bad, but it
is "one more thing" to have to worry about, whereas the current stuff,
being IIRC basic C code is "always there."
