No Slave Servers?

This is perfectly reasonable and some TLD already do the same (".com"
probably does it because AXFR would be too slow, other TLD do it
because they find simpler to run the zone generator on each name
server). Nobody said that you *must* use AXFR, rsync and similar
techniques are fine, too.
