Well, BIND's access-control mechanisms only apply to the
services/features/facilities of BIND itself (querying, recursion, zone
transfers, etc.), not to anything outside of BIND, since obviously a
client can choose to access some other service or host via its IP
address, thus bypassing DNS and BIND completely. Without knowing the
kind of service you mean when you give the "DNS-ALG service" (what's
that?) as an example, whether you're talking about something inside or
outside of BIND, it's hard to answer whether BIND can restrict access to
it or not...
