How to redirect client to BINd9.3 name server

Hi all,
             i configured bind 9.3 nameserver . client.
In resolv file , i set   127.0.0.1.
in name.conf file  , i set paths to Zone files.
then i ran nameserver  using  named command.


but i dont know  what to do next?=20

and also   when i am stopping nemserver   using  "rndc stop"   , i am getti=
ng  =20
"rndc: connect failed: connection refused     "          message.

so send me the details   to continue my project.
