internal secondary cache & external as well

Query :  we have an internal primary dns for the entire organisation,
that is split across two sites...   it resolves only internal
addresses.

Powers that be decide that they want each site to have its own dns
server, that resolves internal addresses using the internal service
mentioned above, but also is capable of resolving all and any external
addresses.

e.g.  internal primary resolves addresses 192.168.1.0 thru
192.168.1.255.

new dns server(s) need to resolve above adresses, and also
www.cisco.com etc.

The answer that springs to mind is that this new dns server need be
simply a secondary cache...   but how tro get it resolving internakls
from one service and externals from ...  where?
