A new TLD monitoring tool

The Generic NIC project, using an old EUREG system, developed a new
monitoring tool of TLD:

http://www.generic-nic.net/dyn/mon/

All TLDs are monitored twice a day with the Zonecheck tool and a
specially crafted policy (which is, on most points, more
latitudinarian than Zonecheck's default policy).

The results are interesting :-)

Most common problems:

* various form of lame delegations (unexisting name server or not
configured for the domain) which *may* be because of IANA, but not
always.

* name server claiming it is recursive but not replying to some
queries that a recursive server would allow.
