Something that checks that a name server does indeed listen on the UDP
port and does reply?

For periodic monitoring, I use and like and dns.monitor from the mon
scheduler <URL:http://www.kernel.org/software/mon/>. If you want more
detailed tests, Zonecheck <URL:http://www.zonecheck.fr/> is your
friend.
