Class B delegation issues.

Alternatively, he can delegate the reverse DNS for each /24 within the 
/16.  I.e. keep the original server authoritative for 
242.68.in-addr.arpa, and in its zone file put:

$GENERATE 0-255 $ IN NS <new-server1>
$GENERATE 0-255 $ IN NS <new-server2>

Then make the new servers authoritative for each ###.242.68.in-addr.arpa 
zone.
