Class B delegation issues.

The best ( in all respects !!) way of redelegating is to change
the delegation for 242.68.in-addr.arpa.

The next best is to keep 242.68.in-addr.arpa delegated to
osscdns[12].spcsdns.net but delegate the 255 /24 to 68.28.242.11
and  68.28.250.11

Current setup ( as regards for 1.242.68.in-addr.arpa ) is 
partly broken since TCP queries is blocked.
