"Multi lingual" domains

Hello,
I'm writing to search an answer for a question that I have since I read=20
the articles present on=20

in this pages there are proposal for domains containing
characters as =E4 or =F6 (extended ascii codes) , my questions are :

1) can bind 9.2.x handle those domains ?
2) are they "legal" characters ?

I already created a zone domtest=F6 as private zone , but named seems to=20
load it , but it doesn't resolve it ; what I find in the log is :

Feb 23 13:08:20.453 notify: zone domtest\246/IN: sending notifies (serial 1=
29727867)

so it seems that the extended character is not interpreted by named.
