Odd/Incorrect delegation?

	DE uses "in delegation" vs "under parent" to decide what glue
	to hold.

	Under DE you cannot have:

		child1.de NS ns.child2.de
		child2.de NS ns.child1.de

	Where as under COM, which uses "under parent", you can have:

		child1.com NS ns.child2.com
		child2.com NS ns.child1.com

	BIND enforces "under parent".
