Hosting multiple TLDs

A coworker told me the following, which he said was ICANN policy:
It is a violation of ICANN regulations for the authoritative nameserver
for an EDU TLD to also host .com or .org TLDs. Is there any accuracy to
this statement? I've never heard of it and see EDU TLD nameservers host
.org and .com TLDs all the time. Are they in violation of ICANN
regulations?
