RTF administrator reference manual, it has a worked example on
setting up rndc.

You have no $TTL line in this file, but you do in the other.

Since when have "localhost." been in the "domain1.local." zone?
Now "localhost" could be in any zone, and should be in any zone
that clients belong in.
