If you are saying that you have two running name servers, then all they
have to do is slave to each other.  This is fairly elementary, see DNS
and BIND 4th Ed. Chapter 4 pp. 85ff.

The sizes of the networks ("class A" and "class B" are pre-CIDR and are
no longer used) are irrelevant.
