Where do I set to allow secondary xfers?

It looks as though the name server at 207.168.54.40 is a slave for
a zone called 207-168-54-102._zonelist, which--while a legal domain
name for a zone--is a very weird name.  Are you sure that's the right
name?  The master isn't authoritative for a zone with that domain name,
so it's refusing to transfer it.
