bind never "takes over" they run in parallell.  

If one of them ever gets a query depends if the querier ( is that work right ?)
asks it.

For clients it's usually mentioning them in /etc/resolv.conf, for other 
nameservers it's a delegation ( aka NS record) in the overlaying zone.

So your 2 servers should *both* be mentioned in delegation data for the zone(s)
ther serve, and both should be present in the client configurations.
