High CPU Utilization on Windows 2000

	Yes.

	I also believe you are seeing a statistical anomaly in the
	way windows computes cpu utilisation.  BIND 9.2.1 is busier
	but it is not 33 times busier than 9.2.0 and most people
	don't see any cpu utilisation for 9.2.0.  This is not to
	say the issue in not going to be addressed.
