Does BIND 8.3.4 Has This problem ?

It is hard to say without you telling us how you tested it
whether this is a problem or normal operation of a caching name
server. You do test with a new uncached zone each time?

Run BIND 9 like the vendor suggests, it doesn't fetch-glue.
