Newbie: Looking for a version of bind. Please help!

I'm not sure how one relates to the other. Win9x users need a reliable,
secure O/S, never mind a resolver. In any case even if the code was
there you'd have no way of having the applications use the BIND resolver
without explicitly linking it in. So all of Microsoft's and third-party
applications would continue to use Microsoft's resolver. So how does
it help?
