I think I can.

Oh, you meant what the problem was? I'd bet it has a lot to do with
the fact that to bind to privileged ports (< 1024), you need to be
root on most if not all Unix systems.

Use named's -u option to switch user once the bindings have been made.
Note that if you have interfaces that regularly comes up and down,
this might not be a viable option.
