SOA NS records

I am trying to understand if there is any kind of round-robining or load
balancing when the SOA NS records are given out. Does it give them out
ABCABCABC (assuming three NS records in the SOA) or in some other fashion ?
So, does it make any difference the order in which they are placed in the
SOA ?
