All nameservers unresponsive when master is down

Peter, your diagnosis would seem to indicate that a networking/connectivity
error is at fault rather than an actual BIND/DNS problem. I'll try and
ensure that this ns2/ns4 is routable from the world before I proceed with
anything else.

Well, you may *think* this is the case, but have you actually verified
it from outside your network? They look pretty unresponsive to me:

I'm thinking your time would be well-spent talkint to your provider or
examining any packet filtering rules that you may have in place. Your
second machine is not responding to queries.
