Make sure it's configured properly. I once had a very similar problem
with one of our slaves where it turned out that it had been
reconfigured as master somehow.
Any standards-compliant DNS server will fetch the zones automatically,
checking every SOA REFRESH seconds if the SOA SERIAL field has
changed.
