NOTIFY Problems

My primary running Lucent's QIP DNS Server(8.2.2 P7 equivalent) and is
primary for several zones. I have 3 secondaries running BIND 8.2.2(Getting
ready to upgrade to 8.2.3).  I have notify configured for each zone on my
primary.  

For some reason, Notify doesn't seem to be working properly with some
forward zoneson one of my secondaries while the other two seem to get the
updates relatively quickly.  The one that doesn't seem to be working only
seems to transfer according to the refresh time and is an hour behind
timestamp wise on some of the zones than my other two secondaries.  How can
I begin to troubleshoot this one?

Another interesting thing is that the reverse zone is getting updated just
fine on all my secondaries, including the one not having its forward zones
updated as frequently.

Also, none of my secondaries are logging any messages regarding the
notifies.  Is this normal? If not, is there a way to have it start logging? 

While I think NOTIFY is working on my other two secondaries, I'm not
entirely certain so I'd like to try and determine that for sure.  HGow can I
easily do this?  Every time I look at the zone files, it always transferred
via AXFR and not IXFR which I would expect especially since I increased my
refresh time and they are definitely updates in between a full AXFR.

Any help/suggestions, etc would be appreciated!
