I appreciate this Brad, I was just trying to figure out what
was stopping me running the program.

I think I made a mistake in copying my "named.conf" around
that led me astray from thinking it was a config file issue,
which was my first thought.

BIND 9.2.0a2 seems to be complaining (read not starting)
about my zone file having an entry like....

zone "." {
 type forward ;
// Do not fail over to Internet root servers as otherwise
inconsistent
// answers may be returned.
 forward only ;
 forwarders {  158.152.1.43 ; 158.152.1.58 ;  };
};

If I delete the zone "." entirely 8-), and paste the
forwarder line into the "options" section, then BIND 9.2 is
happy, and things behave as expected (on brief examination).
For fun I then tried BIND 8.2.3-REL with the same named.conf
file, and it complains bitterly about not knowing the root
name server names.

Explicit declaration of "." worked in 8.2 and 9.1 (and other
versions as far as I know).

I guess being quite so explicit about the defaults being
used in the configuration file is bordering on the
obsessive.

Bug or feature I'm not sure yet ?!

Presumably an effect of the parser change or the change to
the handling of root.hints.
