This is an out-of-date version. I suggest that you upgrade to at
least 9.1.2-REL or perhaps the latest release candidate for 9.1.3.

Nope. Which domains within .gov are you having problems
reaching? Myself, I'm having problems reaching some of the
nameservers for whitehouse.gov (eop1.eop.gov and eop2.eop.gov), but
the others are reachable (dnsauth1.sys.gtei.net,
dnsauth2.sys.gtei.net, and dnsauth3.sys.gtei.net). The nameservers
for nic.gov seem to be fine, too.
