cannot create PTR record for an existing A record...

Hi,
 
I would like to know if anyone had similar problems when trying to use the
BIND 8.2.3 resolver API function res_update to create a PTR record for an
existing A record. I also tried nsupdate and I got the same result. In both
cases I could not create the desired PTR record. Is this a known bug?
